The context

Satellite equipment still needs power, installation, a usable view of the sky and service availability. Starlink acknowledges that heavy precipitation can degrade signals or cause interruptions. The progress report is a supplier account, not a complete independent evaluation of disaster outcomes. We should not convert its examples into an unsupported number of lives saved or assume every affected community received reliable coverage.

Why it matters

FEMA’s record of 40 Starlink systems grounds the contribution in a response operation. Satellite connectivity supplied an alternative when ordinary infrastructure was disrupted. That is resilience expressed as usable equipment and communications capability.

Terminals still need power, installation and a workable view of the sky, and severe weather can affect service.
