The contributions show how public resources and company financing worked together around development. Both were part of building a supplier capable of serving the space station.

The context

A development partnership is not the same financial instrument as buying an operational transport service. Later contract awards cannot simply be added to COTS funding and labelled a subsidy without describing what the government received.

Private investment also does not make public participation irrelevant. An agency accepting risk or financing milestones can help an emerging supplier become commercially viable.

Why it matters
